While active, Parallax's Movespeed is increased by 5 / 10 / 15% and enemy heroes within the area are slowed by up to 30%. Drains 4% Max Mana per second.
Staff of the Master causes this ability to convert 40% of its damage to Superior Magic Damage, reduces the cooldown by 15 seconds, and halves the mana drain rate.
